A ameaça do Estado Islâmico à União Europeia

RESUMO
Neste estudo são analisados os aspetos que relacionam a atividade bélica e terrorista do Estado Islâmico (IS), com a identificação das dimensões da sua ameaça no Sistema Internacional (SI), em particular na União Europeia (UE).
O IS constitui-se numa ameaça em várias dimensões para a UE.
O presente relatório caracteriza o IS e a sua expansão, identifica as dimensões desta ameaça e identifica as principais respostas da UE.
Enquanto ameaça, o IS nas suas diferentes dimensões – militar, social, política, e do ciberespaço – tem uma ação intencional, de carácter violento, com capacidade efetiva de provocar danos e alterações no SI.
Como principal resposta, a UE aplicou medidas e meios de luta antiterrorista e de combate ao terrorismo mais eficazes.

The threat of the Islamic State to the European Union

ABSTRACT
In this study are analyzed aspects relating to war and terrorist activity of the Islamic State (IS), identifying the dimensions of its threat in the International System, in particular the European Union (EU).
IS constitutes a threat in several dimensions to the EU.
This report characterizes the IS and its expansion, identify the dimensions of this threat and identifies key EU responses.
While threat, the IS in its different dimensions – military, social, political, cyberspace – is an intentional action, violent character, with effective capacity to cause damage and international changes.
As the main response, the EU has applied measures to combat terrorism and the fight against terrorism more effective.
